Park Geun-hye government’s national vision ‘A new era of national happiness, hope’ and five national goals have shown signs of failure in 2016. Instead of enhancing national unification and social integration, there are mounting tension and conflict along the member of our society. In addition, majority of Korean do not enjoy happy lives. Furthermore, we face more serious problems since class polarization has been intensified in every part of our society.
This paper examines Park Geun-hye’s two nation strategy, especially focusing on generation conflict. Generation conflict is one of the hottest issue in South Korea, and we will not have a bright future without solving this conflict. Unfortunately, generation conflict has become worse since Park Geun-hye’s administration was inaugurated. Even worse, generation conflict has been approached by only focusing on conflict between generations without taking into account conflict within generation, so it is not easy to find suitable solutions to this problem.
This paper investigates key details and outcomes of ‘two nation strategy’ of Tatcher’s administration in England. After that, we will examine how Park Geun-hye government’s two nation strategy aggravates generation conflict. To do this, we focus on issues of basic pension-public pension and salary peak. Lastly, to reduce generation conflict, we provide following suggestions: 1) need to change in viewpoint, 2) seek solutions on a policy level, and 3) emphasize the role of party and politics under democracy.

2016년 현재 박근혜 정부가 야심차게 내건 ‘국민행복, 희망의 새 시대’라는 국정비전과 5대 국정목표는 실패의 징후를 확연히 보이고 있다. 국민화합과 사회통합보다는 오히려 긴장과 갈등이 심화되었으며, 또 오늘을 살아가는 대다수 국민은 행복하다고 느끼지 못하고 있는 것이 대한민국의 현주소다. 특히 기득권 체제의 안과 밖을 가르는 경계선이 사회의 모든 층위에서 국가를 ‘두 국민’으로 분할하고 있다는 점에서 문제는 대단히 심각하다.
이 논문은 ‘세대갈등’에 주목해서 박근혜 정부의 ‘다원적 두 국민 전략’을 살펴보고 있다. 그 이유는 세대문제가 한국 사회의 주요한 화두 가운데 하나이고, 세대문제를 해결하지 못한다면 대한민국의 미래는 밝지 않기 때문이다. 특히 박근혜 정부 출범 이후 정부 차원에서 세대갈등을 부추기면서 세대문제가 더욱 심화되고 있다. 그뿐만 아니라 ‘세대 간 갈등’의 문제에만 주목, 세대문제를 ‘세대 내 갈등’이 배제된 왜곡된 프레임에 가둠으로써 그 해법을 찾는 것을 방해하고 있기도 하다.
이 논문에서는 영국 대처 정부의 ‘두 국민’ 전략의 주요 내용과 결과를 먼저 살펴본 뒤, 박근혜 정부의 ‘두 국민’ 통치의 민낯을 드러내준 세대 간 갈등조장 전략에 대해 알아본다. 우리가 주목하고 있는 이슈는 ‘공무원 연금’ 논란과 ‘임금피크제와 세대 간 일자리’ 논란이다. 세대갈등 완화를 위해 우리는 ① 문제를 바라보는 관점 전환의 필요성과 ② 정책 차원의 해법을 모색한 뒤, 결론적으로 ③ 대의민주주의 체제하에서 사회 갈등 완화를 위한 정당과 정치 역할의 중요성을 강조한다.
