In terms of conservation of forest environment and its efficient use, Forest Welfare Policy receiving national attention is required an approach for looking at the relationship between humans and nature as the reconciliation between harmony and balance. For improvement of quality of life of local residents in falling behind mountain village and utilization of surpassing regional forest resource, the new concept of Forest welfare policy called mountain village eco tourism that is currently expanding is in a necessary state to establish the political direction in terms of harmony and balance in the relationship between humans and nature. This study is classified the content of Japanese Eco tourism policy that is established and implemented earlier than in Korea into means of regulation, economy and information and, analyzed an interaction between policy actors and policy beneficiaries according to the ecological policy network. According to the analysis result, ‘Ecological support/aid form’ was identified as a characteristic in the interaction. Henceforth, utilizing the proposed result for setting the direction of policy support is expected when mountain village eco tourism policy is established.
