Jeon, Byeong-hoon saw that the civilization of ancient East Asia’s decorum and music and the democracy and republic of modern West could meet and create a new and harmonious political system. With a declaration that “a political system has its root on the ground,” he found a point where different cultural traditions and time periods intersect with each other. It connoted a central meaning that politics took care of the myriads of people and all creatures on the earth and that the principles and system of politics were derived from the people on the earth and followed the popular will, which required the taming of the earth. In addition, Jeon said that such political principles were a universal value of humanity, not a fruit of a specific culture, and that East Asia’s politics also started from these principles.
Jeon evaluates that Liao, Shun, and Yu Zhou-Gong all governed by the will of people and were the lawmakers of ethical civilization who established the ritual politics of republic and constitution. Liao and Shun’s spread of their reputation was the first case in which the ritual politics of democracy and republic was realized into a system in East Asia, and the tradition of ritual politics that respect the popular will was preserved well in the three generations. To demonstrate this, Jeon illustrated details examples from each field of politics, economy, society, and education. Especially, he deeply examined into the responsibility ruling system, land allocation system of friendship, integration of politics and education, promotion of school education, minimalism of punishment, and commission system.
In fact, this was a context of philosophical analytics to shed new light on the ritual politics and people-oriented idea of Confucianism from the viewpoint of ‘democracy’ and ‘republic’ rather than a discussion on history. Jeon praised that modern Western philosophers found the breakthrough of new philosophy from the reinterpretation of Greek philosophy, and asked that the innovation of philosophy was needed in East Asia. The future he ultimately pursued through such discussion was the world’s unified government of cosmopolitanism, where the ritual politics of East Asia and the governing by law of the West would share their strengths with each other and political democracy and economic equality would be realized.
