The purpose of this paper is to reformulate the concepts of nature and nurture in individual mental development. The relation between nature and nurture is mutually recursive, so that one of them cannot be understood without the other. A rationale for these tightly connected concepts is the indivisible relation between human activity, which includes human bodily participation, and situatedness, in which human activity takes a place. Human activity is relevant to cognitive development in that human activity produces a kind of subsequent situatedness as an initiative of learning. Situatedness also contributes to cognitive development, because situatedness determines what human should learn or act in a certain way. Cognitive development cannot be abstracted away from both human activity and situatedness. As such, cognitive development cannot be understood as aside from both nature and nurture. In a sense, the mutually recursive concepts of nature and nurture is necessary for advancing our understanding of cognitive development.
