The purpose of this thesis is to conduct a comparative analysis between Korean and Japanese institutions on regulatory reform. This paper focuses on Japan’s policy and institutional change throughout its process of negotiations with the United States. First, this paper introduces and classifies paradigm changes in Korean and Japanese regulatory reform. Second, the paper clarifies the backgrounds of policy shifts in the process of regulatory reform. The interrelationships between regulatory policy and economic development are investigated for the Korean case, and a path for a Korean style of creative regulatory reform is given by focusing on the processes and mechanisms of Japanese regulatory reform. By comparatively analyzing Japanese regulatory reform which has been developing with Japanese structural reform, this paper expects to contribute to the development of research on regulatory reform and competition policy between Korea and Japan. Furthermore, it is also anticipated that this paper will suggest a basic platform to seek international cooperation on the governance of regulatory reform. Structural reform in this thesis refers to structural factors such as deregulation policy which have hindered government-led economic development since the 1990s. Normally, deregulation means “actions of easing an administrative measure by central or local government which regulates actions of civilians.” The analytic frame for the transformation of regulatory reform is reshaping itself apart from the view of previous literature, which premise the state-centric, or global factors, influence on domestic political structure and policy changes. The analytic frame of reverse image in this thesis aims to overcome the limits of previous literature regarding the optimum distribution of resources being often impeded under the efficiency standards of private actors. Therefore, through the reverse image, this paper seeks to implement local voices on governmental regulatory reform to generate an open and competitive deregulatory policy.
