The purpose of this study was to develop the measures for agricultural skilled workforces fostering for 6th industrialization. For the purpose, this study carried out literature review on low skill and high skill equilibrium theory, definitions of 6th industralization and skilled workforce, and 6th industralization skilled workforces fostering related policies; analyzed the Rural Development Administration (2014)’s 6th Industralization Survey, Korea Farm Census (2005~2013) and Agricultural Corporate Census (2006~2013); surveyed 6th industralization management units, agricultural highschool students, agricultural college and university undergraduate students, and adults preparing urban to rural migration; and studied 6th industralization skilled workforces fostering-related domestic and foreign cases.
This study suggested basic direction and several specific measures for fostering 6th industralization skilled workforces. The skilled workforce development measures in the 6th industralization sector should be directed toward advancement of the current agricultural skilled workforce structure by means of 6th industralization policy, and a local area based skilled workforces development approach. Under these directions, the following specific measures were suggested: central government’s 6th industralization skilled workforces development plan; the National Competency Standard (NCS) based new vocational qualification system in the 6th industralization sector; career paths for the 6th industralization related jobs and related resources integration; agricultural high school, agricultural college and university’s strengthened roles in 6th industralization skilled workforces development; decent jobs in the 6th industralization sector; local funds for new 6th industralization management units; local area based 6th industralization skilled workforces development governance, specific plans, and the agency in charge.

이 연구의 목적은 농업의 미래 성장을 위한 6차 산업화 전문인력 육성방안을 제시하는 것으로 세부 연구목표는 농업의 6차 산업화와 관련한 ① 전문인력 관련 이론과 정책 분석, ② 전문인력 현황분석과 수급 전망, ③ 전문인력 육성 실태와 요구 분석, ④ 전문인력 육성방안 제시 등이었다.
농업의 6차 산업화 전문인력 관련 이론으로 ‘저숙련·고숙련 균형 이론’ 그리고 6차 산업 및 전문인력 개념과 관련된 선행연구 고찰을 통해 이 연구의 관점을 정리하고, 관련 정책을 분석하였다. 농업 6차 산업화 전문인력 현황과 수급 전망을 위해 통계청의 2005년 이후 농업(총)조사와 농업법인조사 그리고 농촌진흥청의 ‘농업·농촌 6차 산업화 기초실태조사’를 재분석하여 농업 6차 산업화 전문인력의 현 규모를 분석하고, 이후 2020년, 2025년 시점의 인력 공급과 수요를 전망하였다. 농업 6차 산업화 전문인력육성 실태와 요구 분석을 위해 농업계 학교와 각종 직업교육을 통한 전문인력 육성과 관련한 문헌 및 통계 재분석, 관련자(6차 산업화 경영체, 농업계 학생, 예비 귀농·귀촌인 등) 설문조사 그리고 기존 관련 연구 설문 조사재분석을 실시하였다.
이상의 6차 산업화 전문인력 관련 이론 및 정책 분석, 전문인력 현황 및 수급 분석, 전문인력 육성 실태 및 요구 분석 등과 더불어 국내 우수사례와 선진국 사례, 그리고 비농업분야의 사례 고찰 부문을 토대로 농업 6차 산업화 전문인력의 육성 방안을 기본방향과 세부 추진과제로 나누어 제시하였다. 농업 6차 산업화 전문인력 육성의 기본방향으로 ‘6차 산업화를 통한 농업인력구조의 고도화’와 ‘지역 중심의 전문인력 육성’을 제시하였다. 그리고 이 연구를 통해 구명한 관련 문제점 해결을 위한 세부 추진과제로 중앙정부 차원의 ‘중앙정부의 관련 정책기반 마련’, ‘NCS 신직업자격체계개발’, ‘경력경로 설정을 통한 관련 자원 통합연계’, ‘농업계 학교의 역할강화’, ‘괜찮은 일자리 만들기’, ‘지역의 인력육성 펀드 조성 운영’ 그리고 지방정부차원의 ‘인력육성 거버넌스와 계획 추진’, ‘인력육성 전담조직 통합운영’ 등 여덟 가지를 제시하였다.
