Social economy is expected to provide alternative jobs for women, who are marginalized in the labor market. The Seoul Metropolitan Government has been actively promoting social economy, including cooperatives. This study explores how to support sustainable development in women’s cooperatives, specifically handicrafts, one of the potential fields that will empower women. Indeed, there are just a small number of handicraft cooperatives in Seoul in spite of the huge popularity of handicrafts among women. Through the investigation of motivation, condition, and management of women’s handicraft cooperatives, as well as a critical review of existing governmental policies, this study finds the key problems they are faced with and presents the conditions required for a successful business.
The cooperatives are worthy. Not only because they provide employment for over mid-aged women and disadvantaged groups, but also because they spread out the worth of handiwork that ultimately contributes to realization of an alternative lifestyle, one which is against machine civilization. However, with regard to the economic aspect, it is very difficult for them to survive in the competitive market due to the lack of financial resources and business experience. In terms of governmental support schemes and public funding systems, the government policies only work for increasing the initial establishment of cooperatives. So, in turn many of them are too dependent on public funds or eventually give up their business completely. They suffer from problems in new market opening, work space, marketing strategy and organization culture. Therefore, the study suggests effective support plans for the cooperatives; formation of specialized clusters by items in Seoul, launch of a management support organization for small handicraft cooperatives together, and improvement of work structure in the relative governmental departments. Furthermore, it is essential to provide public campaigns and civic/school education for enhancement of consciousness for the virtue of handiwork.
