This study analyzed the efficiency of city bus routes following the implementation of Gwangju City city-bus quasi-public operating system using input-oriented CCR and BCC DEA models. Additionally, on the basis of efficiency analysis results, a Tier analysis model was used, and efficient routes were investigated for benchmarking. The analysis results show that after the implementation of the Gwangju City city-bus quasi-public operating system "public character" and "efficiency" were to some extent secured while the system was being operated. However, Tier analysis results showed little difference in inefficient bus routes before and after implementation of the system. Nonetheless, DEA results similarly showed all inefficient bus routes to be feeder routes.
The current reality is that following the implementation of quasi-public operating systems by several local governments, route system related civil complaints have been flooding in. However, clear route reorganization criteria or policy plans for appropriate standards of service have not been proposed. Therefore, the methodology used and results of this paper are expected to be applied as base line data through which each city bus route"s standard of service may be evaluated and the efficient level of bus route provision decided. In addition, the results may be taken into account in the search for a policy making approach for more active city bus route reorganization to secure the public character and efficiency of city bus routes.
