This study analyzed programs to strengthen communities that were supported by Busan City under the Community Capacity Building Project in 2015. It aimed to analyze the roles of the programs of the assistance project in strengthening the competence of communities and determine how they characterized communities. In 2015, Busan City conducted community projects in 129 villages to vitalize activities of village communities, and among them, 12 cases were selected and announced as best practices. To analyze the characteristics of the communities, the 12 best practices were grouped into three community factors – territory, common ties and social interaction – and their characters were analyzed respectively. In addition, the best practices were reviewed based on the concept of Gemeinschaft (Community) and its opposite concept, Gesellschaft (Society) so as to determine the community characteristics of each village from the underlying perspective. Ultimately, the 12 best practices were characterized, and from the perspective of their characteristics, the validity of the evaluation criteria that were presented by Busan City to select the 12 best practices were reviewed.
