In recent years, discussing and debating public diplomacy gaining growing attention to foreign policies. Public Diplomacy is the inevitable result of international politics and economic development. Compare to traditional diplomacy, public diplomacy focuses on pushing ‘soft effectiveness’ to other nations instead of using military or economic forces. Public diplomacy, as another choice of foreign policy, is a new type of diplomacy aims to promoting the native language, culture, drawing nation’s image, and increasing the nation’s ‘soft power’. Public diplomacy serves nation’s interest with the use of cultural communication and other kinds of peaceful means.
Confucius Institute, as a language and cultural promotion organization, plays important role in public diplomacy and has become one of the most important public diplomacy practice in China. Chinese government has been heavily invested in Confucius Institute in order to promote Chinese language culture and reduce misunderstand from foreign countries; meanwhile, construct nation’s image and enhance international discourse power. This paper will discuss and debate the effectiveness of Confucius Institute in public diplomacy by analyzing researchers’ studies and data, and give recommendations to Confucius Institute.
