The purpose of this study is to explore the second-level code related to physical activity for the older adults with physical disabilities, applying International Classification of Functioning, Disability and Health(ICF) as a preliminary study for improvement of physical activity for the older adults with disabilities. Through this, everyone could describe state of the older adults with physical disabilities in a standardized manner. Also basic materials necessary for the work related to physical activity could be provided. Study method was Delphi method. The study results are as follows. Physical function was highly associated with “mental functions”, “neuromas-culoskeletal and movement related functions” and “sensor functions and pain”. The number of code was 40. Activity and participation were highly associated with “learning and applying knowledge”, “mobility” and “self-care”. The number of their code were 36. Environmental factors were highly associated with “products and technology”, “support and relationship” and “services, systems and policies”. The number of their code was 27. In conclusion, for ICF second-level code, characteristics of the older adults with physical disabilities could be effectively collected. And analysis on interaction between CIF second-level code should be preceded for improvement of physical activity. Environmental factors can stimulate participation for physical activity by interacting with individual factors as well as limiting factor for improvement of physical activity.
