The study has investigated the reason and focus of the promoting policy of ‘sports for all’ in the people-happy-times. In particular, the study focuses on the finding of the meaning of the people-happy-times, the components of the happiness index, and the relationship between sports participation and happiness. The study has found the following points as results. The people-happy-times means the times, in which the government promotes not only the economical development but also the another moments. The another moments are related to the happiness index, which are composed of the five elements: career wellbeing, social wellbeing, financial wellbeing, physical wellbeing, and community wellbeing. Because sports participation and happiness are closely related, the promoting of ‘sports for all’ is very important for the happiness. The national policy for the promoting of ‘sports for all’ should be focused on the promoting of ‘sports for all’ for the minorities: the disabled, the multi-cultural family and the elderly. The promoting policy of ‘sports for all’ for the disabled focuses not only on the treatment and rehabilitation, but also on the improvement of the enjoyment and the quality of life. The promoting policy of ‘sports for all’ for the multi-cultural family focuses not only on the unilateral assimilating into the korean society, but also on the interactional integration. The promoting policy of ‘sports for all’ for the elderly focuses not only on the providing of the passive activities but also the providing of the active.
