Because our country has been conducting a quantitative growth priorities of the economy, basic citizens' general safety and hygiene consciousness was not settled properly. 20 years have passed since the fall of the Sungsoo Bridge in 1994, our society's sense of security is only 17 points out of 100 world, and has fallen sharply than 30.3 in 2007. The number of older facilities of more than 30 years, sharply increased from 325 in 1984 to 2328 in 2014. 11.0 percent, aging infrastructure rate of 2014 increased significantly to 24.4 percent in 2024[1].
