Recently, the government of the Republic of Korea announced that affordable housing requirements which mandate the construction of ‘small-size’ apartments more than 20% of total units will be abolished. This policy change has its grounds on the assertion that house suppliers already have enough incentives to afford small-sized apartments under the current market situation. This study mainly tries to find out exactly when this assertion holds true as market price situations change and what policy makers should take into considerations before hastily abolishing affordable housing requirements. Linear Programming(LP) is used as the method of an analysis in order to properly formulate the decision making process commonly taken by house suppliers. Reflecting major construction regulations in Seoul City into the model and assuming that the house suppliers’ primary objective is the maximization of sales, the model gives how optimal quantities supplied of each size apartment change in accordance with different relative prices between ‘small-size’ and ‘large-size’ apartment and the level of income inequality in the local community. From this result, it is possible to identify three policy points: nullifying affordable housing requirements without careful considerations for market situations and economic inequality in the local community is not recommended, continuous attention toward relative prices among different size apartments even after the abolition of the policy is advised, and the current government’s action to simultaneously abolish both affordable housing requirements and standard price cap in apartment houses is highly likely to result in higher variations of quantities of small-size apartments supplied.
