his paper examines the characteristic differences between ASEM TFAP/ IPAP and APEC TILF in order to find the better framework for ASEM. ASEM has emerged as an important meeting to link between Asia and Europe. It has been characterized by the `region to region cooperation`, `comprehensiveness`, `informality`, `non- institutionalization`, `equal partnership`, and `top-down approach`. The members of ASEM recognize the great potential for synergy between Asia and Europe. They also agree to the principles of fair and free trade and open regionalism. One of the most important priorities of ASEM is to launch free trade and investment actions, so-called TFAP/IPAP, for the trade and investment facilitation. The TFAP is aiming to reduce NTBs and transaction costs, and to promote trade opportunities. Transparency and deregulation is promoted as general measures to enhance business and trade environments. The IPAP proposed an array of activities under two broad pillars: `Investment Promotion` and `Investment Policies and Regulations`. Meanwhile, APEC is further ahead than most other traditional multilateral liberalization efforts because it has set targets, even though these are voluntary. In the case of the APEC TILF, the targets are to be achieved through IAP, CAP, and EVSL. Unlike APEC, which aims to achieve free trade and investment in the region in 2010/2020 and advocates economic cooperation as its sole focus, ASEM has not yet formulated its specific agenda and pursues cooperation through three main areas, i.e. politico-security, social and cultural, and economic issues. Over the past few years, ASEM has been in the progress of evolution. It is `a moving target` and much remains to unfold. It can be noted that ASEM is not a replica of the APEC, but is does essentially provide a paradigm of economic regionalization between Asia and Europe. Even though it is too early for ASEM to present a comprehensive blueprint, it has been suggested that (1) ASEM needs to focus on trade and investment liberalization with facilitation of the programs. (2) The system of ASEM is not a rule making one. However, ASEM can provide a forum for open discussion on developing a better framework for the future. In order for the unilateral and voluntary liberalization under ASEM to be credible and continuously evolving, there should be faithful and timely implementation of key targets such as IAP, CAP, EVSL of the APEC. (3) ASEM also need to be institutionalised and strengthen cultural links between the two regions, for instance, by organizing `ASEM Cultural Festival` to understand each other.
