During the rapid economic development, the budgetary process was overwhelmed by bureaucracy. After 1990, with the democratization and local autonomy, the desire to participate the budgetary process has been erupted. Even though some preliminary attempts have been made, they are not satisfactory. I may say it is pseudo participation. For the strong democracy, the practical introduction in the budgetary participation is urgent. Here are some recommendations. First, before budget is fixed, the role of Fund Management Board, Mid-term Financial Planning Committee and Investment Evaluation Committee are important. They can frame the budget. So the participation at this stage is important. Second, Public Hearings to collect the public opinions on the budgetary priority is needed. Third, legal instruments to guarantee the citizens` right such as Investigation Requirement, False Claims Act must be developed. Fourth, to activate all of these items mentioned above, the information disclosure must be put on the first grade. Fifth, there are subsidiary instruments for the budgetary participation: performance budget, policy evaluation and the enrichment of the Office of the Investigation. The development of budgetary participation is the reflection of political development. In this sense, these institutions are easy to mention, but hard to implement.
