There were many forms of negotiative dialogue using document exchanges that existed between Joseon and Qing governments, and examined in this article is the one that involved the Seong’ gyeong(盛京) capital, which began to be used only in the 18<SUP>th</SUP> century. Previous studies did recognize the larger meaning of the usage of this particular channel of communication, but the real meaning of its operations is yet to be determined.
Among all of Qing’s counterparts, Joseon was the closest one in geopolitical terms, as in geographic terms they were located right next to each other, while two warfares and a truce interconnected the fates of both parties together even stronger than ever. As a result, it became a general practice for the Six Ministries(六部) of the Qing government to send communiques and diplomatic documents directly to the Joseon government themselves.
In the second half of the 17<SUP>th</SUP> century, fashions of communication became much more refined as Qing finally set its roots down in China. In terms of its communication with Joseon, the task was placed under the jurisdiction of the Ministry of Rites(Yebu). Then in the early 18<SUP>th</SUP> century, the role of the Seong’gyeong capital (which was located between Peijing and Seoul[Han’yang]) started to expand. Whenever a Joseon-involved case took place in areas under Seong’ gyeong capital’s authority, Seong’ gyeong officials would send a diplomatic communique to the Joseon government themselves.
It was only natural for the Peijing government and the Seong’ gyeong authorities to divide roles between themselves, considering the time and resources spent in long-distance communications. A hierarchical relationship represented by the so-called ‘Tributary-Appointment’ relationship was still there between Joseon and Qing, but issues which needed more practical, efficient resolutions were dealt with in different manners. The coexistence of these two facets in a premodern diplomatic relationship seems only reasonable.
