Virtue becomes the following sub-conception of Dao. Virtue is divided by nine, so it is also called nine virtues. If you look closely at nine virtues, you can find a common denominator that everyone harmonizes the strength and tenderness. Hence, virtue is willingness of the act of harmonizing the strength and tenderness.
Confucius explained, “Neutrality is the root of Dao, and Harmony has proved to have reached Dao.” Confucius also said “when a leader is equipped with Neutrality and Harmony, he can control the world with Dao”, so it proves that Neutrality and Harmony are a previous step of Dao.
In other words, Neutrality means a fair and objective posture, not onesided. Harmony means even if recognize difference between each other, but staying in harmony with each other.
Therefore, if a leader is equipped with Neutrality and Harmony, he can practice virtue, so Neutrality and Harmony constitute the two elements that make up virtues.
