This project was conducted to develop programs for Community Elderly Centers in Korea. The project was purposed to give the elderly club appropriate functions, so that could solve the deficiency of elderly welfare resources. Korea enters the aging society since 2000, as defined by U.N., i.e. over than 7% of the elderly among total population. Korea is expected that present capability of welfare resources are not enough to cope with such a dramatic increase on elderly population. In addition, economic crisis and deficient health resources also provise negative explanations on why the government could not expand health and welfare resources for solving the elderly needs and why should have find substitutive mechanism Thus, as a way of securing the elderly care resources, this study tested a question as that if the elderly clubs could be utilized as health and welfare community centers for solving care needs of the elderly. The elderly clubs shows the highest number of facilities, 36,340 in nation-wide, which is almost equivalent to the number of villages in Korea Every village has at least more than one of the elderly club. However, none of the elderly clubs provides any kine of care services nor programs for the elderly. Rather, some of the clubs were reported for misuse of the facilities created insane cultures. When the clubs were enhanced by the care functions, 14,999 thousands of the registered elderly club members which is 44% of total elderly population of Korea could become beneficiaries for the care services. Through the project, a pre-designed elderly care program was implemented by social workders and nurses. Following the implementation procedures, the workers modified the program make it appropriate for solving the local needs and limitations of the elderly. The program has four components : 1) health promotion services, 2) social services and activities, 3) information and counselings, 4) communitiy fairs, including the elderlys` self-participation programs for the community, such as the elderly`s volunteer activities and some economic activities for their-own, etc. The results shown that the four components of the tested program were suitably accepted at large cities. However, small citites and rural area could not achieve satisfied results of the implementation. In order to have success on the program application, the local welfare agencies should have a team of health and welfare workers to support the mobile programs for the elderly clubs. In stead of the combined package program, the small city programs were modified to split four components of the program and applied one of the each for each club, so that the club members could share other three components from the neighbored clubs at the region. 96.4% of the elderly members were satisfied with the implementation, and three regions expaned the program application into other elderly clubs which were exempted from this project. Five agencies which were not given this project bueget were joined with their own budget for gaining technologies of the project implementation. The Federal Government of Korea set the elderly club policy for the utilization and service functions by regularly continuing bueget support basis.
