The Western Gyeongnam around Chinju has been called as a neglected area in the process of economic growth for the last 30 years. When we compare the Western Gyeongnam with other regions in Gyeongnam Province using serveral kinds of statistics such as population, production and per capita regional income which are indices of regional growth, it is evident that the Western Gyeongnam is extremely underdeveloped. Thus, the purpose of this paper is to find out the backward state and its causes in the Western Gyeongnam region through the analyses of regional economy, historical decision-making process of the Government`s regional development policy, and residents` attitudes towards regional development, and then to suggest some policy implications drawn from the analyses. One of the most important problems with respect to the structure of economy in the region is resulted from the fact that not only the industrial structure is heavily dependent on agriculture but also the fundamental conditions for the development of manufacture such as industrial parks and other social infrastructure are not met, compared with those of other regions within Gyeongnam. A similiar result was derived from the analyses of a sampling survey. Most of the respondents agreed that the Western Gyeongnam is underdeveloped compared with other regions in Gyeongnam Province. Also, they pointed out that alienation from the decision-making process of the Government`s regional development policy was one of the most important factors affecting the backward state in Western Gyeongnam region.
