The purpose of this study is to investigate both innovative firm behavior and regional innovation support system and to suggest policy implications to strengthen regional innovation system in Daegu textile industry and Gumi electronics industry of Korea. Special attention is given to the institutional and behavioral factors of regional innovation system. It highlights the importance of regional clustering (geographical proximity & networking), tacit knowledge transfer mechanism, social infrastructure, cooperation and trust. The major findings can be summarized as follows; The rate of innovation is comparatively low in Daegu textile industry and Gumi electronics industry. 31% of all contacted Daegu textile industry and 35.9% of all contacted Gumi electronics industry had developed innovative products or process within the last three years. Compared with Denmark(54%) and Austria(44%) the rate of product or process innovating firms is lower in Daegu textile industry and Gumi electronics industry. Propensity to Innovation increases with flexibility in supplier-customer relationships, with the cooperation and the level of trust. Firms with flexible relationship between supplier and customer, culture of cooperation and high trust were seen to have the highest predicted probability of innovation. Policy measures should aim at setting up the broker institution to promoting to firm`s cooperation and flexibility and to building the trust, at formulating the strategy and implementing the action plan. The broker institution can and should play an important role as a catalyst, facilitator and broker in the articulation of the regional innovation system. If regional innovation system is to be implemented successfully, the leadership of regional government and broker institution is required.
