This study takes a closer look at how Korea’s cultural policy has evolved since 1945 in terms of discourse and argumentation between the public and private sectors in order to secure the publicness of cultural policy. For this study, we conducted an extensive review of research literature on the subject and intensive interviews with key people who have knowledge of the history of Korea’s cultural policy how it has actually been implemented over the years. As a result, we could confirm that the development of Korea’s cultural policy was the outcome of an ongoing dynamic discourse and argumentation between the public and private sectors. In the case of the private sector, constant monitoring and active involvement, whether it is a critical feedback or an al¬ternative suggestion, have contributed to raising awareness of the policy. Finally, we can conclude that, for a better understanding and communication between the two sectors, there is a need for greater openness and accessibility in the policy making procedure, continuing to work toward securing the publicness of cultural policy for the future.
