Report Errors
Researches on the issue of Publicness are relatively few comparing to those on the issue of Efficiency in the studies on arts policy. This paper argues that it is important to explore and specify the meaning of publicness in arts policy because it causes many misunderstandings and inappropriate practices in arts areas. In fact, even though the significance of the publicness is strongly underlined in the public adminstration, its meaning is not clearly understood by those who use the term. By exploring usage of the term publicness in arts area, the paper points out that it is not value-neutral concept and the utilitarianism approach to it tends to mislead public supports for the arts to the unintended consequences such as diminishing the value of the arts, degrading the significance of artistic activities and etc.. In order to achieve the goal of public support for the arts, it suggests that it is necessary to conceive the publicness in relation to the intrinsic value of the arts and specify its meaning with regard to the role of the arts in the society.
