Inclusive city has been a buzz word, stemming from the critics for the neoliberal urban policies and resultant socio-spatial inequality. Most of the literature, however, are mainly focused on the less-developed countries and cities utilizing index-based ex-post urban planning prescriptions prepared by international organization such as UN HABITAT, OECD, EU, and ADB. Premising that this approach is inadequate for the global metropolitan city of Seoul, this paper started to investigate the nature of city, urban commons and structural changes for urban governance. By criticizing Seoul’s inclusive city policies and strategies, the paper introduced Ash Amin’s ordinary city and strangers’ city concepts, and suggested new policy directions for a ordinary city Seoul as inclusive city. It proposed new policies such as building people-centered urban governance and sound urban economic circular system, horizontal relating for empathy, mutual respectiveness, and collaboration, subsiding for the socio-economically marginalized class, and lastly but not least importantly, improving accessibility for amenities and resources for better utilizing urban commons. All in all, in order to become a genuine inclusive city for a global metropolitan city like Seoul is to regain the mechanism of ordinary city and welcoming city by guaranteeing participation of people of various political, social, cultural backgrounds and perspectives in formulating a new urban governance.
