The purpose of this study is to derive the innovation strategies for promoting the technology commercialization at SMEs in order to improve the economic performance relatively low compared to the technical achievement of research and development. After the study overviews the characteristics and problems of the government policies for facilitating the technology commercialization at SMEs, a series of analyses are performed: Benchmarking of SME technology commercialization support policies in major developed countries, SWOT analysis for the Small & medium Business Corporation, which is responsible for SME technology commercialization in South Korea, and Policy demand analysis of corporate customers. Using Lorange’s strategic framework based on the former analyses results, we have derived five innovative strategies and fifteen challenges. In the conclusion, policy suggestions are presented in terms of institution, investment direction, and governance aspects so that the innovative strategies and the challenges identified from this study can be effectively implemented.
