This study tried to delve into a dust wind problem in the Northeast Asia region in the aspect of intergovernmental environmental governance. In particular, it focuses on the Tripartite Environment Ministers Meeting, i.e., TEMM that is a Korea-China-Japan Environment Ministers" Meeting, which is in charge of resolving the yellow dust problem in Northeast Asia. There have been a hot controversy as to whether TEMM, which was first proposed by the Korean government in 1999 and organized by the three Northeast Asian countries, is playing its role. In this study, the author tried to diagnose whether the Korea-China-Japan environment ministerial meeting plays a role as global environmental governance. Thus, the contents and characteristics of the activities conducted by TEMM from the past to the present were grasped. Since TEMM was organized in 1999, the environmental ministers" meetings has been held every year to maintain continuity and practice various activities to solve environmental problems in this region. In particular, recently three countries in Korea, China, and Japan have more actively collaborated to solve the yellow dust problem in Northeast Asia. However, there is a criticism that the evaluation of the programs conducted by TEMM is rather superficial and neglected in terms of actual activity. In order to maintain and improve the Korea-China-Japan environment ministerial meeting, this paper suggested to vitalize activities of participants with various characteristics and establish a performance-based evaluation system.
