Sport For All is athletic activity in which all the people participate at the work and community excluding school physical education. It provide constructive and creative leisure hours. Also the aim of Sport for all is to promote people`s health and development of nationalism. To achieve this aim, facilities, organization, programs, leaders and new understanding of sports are required, but among these the mast important one is the role of leader. But nowadays we can`t expect vigorous activities of Sport For All because of the lack of professional sport leaders for Sport For All. After the 1986 Asian and the 1988 Seoul Olympic game, our people`s recognition toward sport has been changed. Therefore as many people have actively participated in sport activities, popularization of sport and increase of sport facilities. Also the view of the fact that the demand of professional sport leaders for Sport For All have been required, the most serious problem is to produce and train the qualified sport leaders. Nevertheless, our laws related to training system of sport leaders reveal many problems. Therefor the purpose of this study was focus to analyze and improve problems of which training system must have basically solved. Conclusions of this study are as follows : 1. Grade of sport leader for Sport For All must be classified into rationality in accordance with function and feature. 2. The training course which is executing to university student majoring physical education must exclude the duplication of curriculum which have been studied 3. The standard of unit-time related to a required subject and special subject must be presented clearly. Also the exact standard of training period must be established in consideration of training hours a week. 4. Unified qualification examination must be carried our among private training agents and examination for picking out trainees must be excecuted objectively. 5. The standard of distribution of marks about qualification examination persubject must be established.
