The purpose of this study is to survey on cultural festivals which are done in ChungBuk to figure out their problems and to suggest a improved solution. The survey showed that there have been about 70 festivals for a year in ChungBuk and that their themes have been natural environment, culture/physical activities and historic people. 63% of the festivals had the purpose to increase the tourists out of ChungBuk, and 60% of them held in the autumn of the year. There are several problems of ChungBuk cultural festivals : (1) they are short of their own symbolism, (2) over the half is held in the autumn, (3) less ChungBuk people participate in them than expected, (4) short of both experts and their participation, (5) marketing is not organized. The followings are alternatives for these problems. First, more various themes are needed for festivals. What we need for it is to give public offering for themes, to make the regulation by which the commission is given to the people who have developed new items, and to inaugurate a committee of ChungBuk cultural festivals, etc. Second, more concrete marketing should be done. We need to do more continuous and specialized public relations and provide service to have customers satisfied. Third, festivals should be connected with local development strategies. They have to satisfy the strategies for long-term local development, and their effect should be considered. Fourth, more objective and thorough evaluation should be made. Festival evaluation board will be inaugurated, and three-level evaluation system such as calculation, quality and effect should be set up. Fifth, more generalized and long-run strategies are needed. Similar festivals have to be stopped, autumn festivals reduced, and public relation connected with locals.
