One of the most controversial policies is the income-driven growth policy in the Republic of Korea, recently. This study examines the effects of redistributive policies, on the personal income distribution measured by the decile of labor income, and functional income distribution measured by labor income share, using the OECD panel data and SUR model. Despite the importance of functional income distribution, previous studies regarding the effect of redistributive policy have focused on personal income distribution and few studies have explicitly addressed functional income distribution. This study finds that there was no redistributive policy that simultaneously increases both the labor income of a low-income group and the labor income sharing. Among the redistributive policies, fiscal policy is effective in increasing the labor income share, and labor policy has no significant effect on improving income distribution. The results imply that policy-makers need to choose the instruments of redistribution policies, considering the effects of the policies.
