Since the person who is responsible for the education in the unitary school is the teacher of the school, the quality of education and the right of studying of the student are decided according to what kind of educational right and the school teacher can participate in the school education.
The autonomy and freedom of teachers should be fully ensured and the involvement of the state should be excluded or limited as much as possible in relation to the contents of teaching and the methods of education in relation to the freedom of education of teachers. However, since the right to education of teachers is considered to be derived from the nature of education, most of them are based on the right of the right. Therefore, it is easy to limit by the law, and the status of the teacher is also given as a member of educational administrative organization and it is bound to be bound to the educational authority of the state because of the obligation to perform the role.
In addition, it is not an exaggeration to say that the possibility of the reflection of the opinions of the teachers in the curriculum is very narrow and the right to organize the school curriculum is entirely the authority of the state under the current law. In the case of Korea, it is no exaggeration to say that the decision on education system is entirely in the country. Especially under the public education system like now, the right of the state to decide the contents of education works in all education parts. Textbooks, compulsory education, the establishment of schools, and the organization and operation of educational administration agencies.
In the area of local autonomy through local autonomy and decentralization, local education is regulated and involved under the jurisdiction of the state.
