This study was to investigate a composition of administrative system after transferring the business of disabled sports to the Ministry of Culture and Tourism. KOWPAD had been, meanwhile, in charge of the business of disabled sports in Korea. There are, however, so many problems of selecting national athletes, instructors, research basis, restrictive environments for training and game, regarding disabled sports as one of the events, and interference other groups which are not related to disabled sports. To solve these problems, there are two ways. One is that the committee of disabled sports consists within Korea Sports Council. Another is that it is composing of Korea Sports Council for disabled independently. Both ways have strengths and weaknesses, but many people want new organization as Korea Sports Council for disabled. Therefore, it would be needed to verify the plan of the developmental administrative organization and to prepare the plan of the future-oriented organization macroscopically.
