North Korean nuclear issue, which has been stalled since the end of last year due to the delay of its nuclear declaration by North Korea, is expected to enter the new phase of nuclear verification, because it completed its nuclear declaration this June. At present, however, North Korea’s intention is doubtful. The scrutiny of the latest situations implies that the pattern of North Korea’s nuclear threats is expected to be getting changed. In this paper, hence, the possibility for North Korea to abandon its nuclear weapons program is assessed if the positive approach, based on the ‘action-to-action’ principle, is kept to be applied as a solving measure to North Korean nuclear issue and the necessity to change the approach is reviewed. Based on the projection of the change in North Korea’s nuclear threats and the diagnosis of our government’s approach to North Korean nuclear issue, the policy suggestions to be applied for solving the North Korean nuclear issue are derived.
