The purpose of this review is to examine related research studies of Special Education Support Centers (SESCs) to determine how national special education policies have been adopted by local governments in South Korea and how stakeholders perceive their effectiveness. According to Berman and Goertz, a macro analysis looks more closely at how policies are adapted to local practices and their outcomes. Thus, a macro analysis is used in this review to examine the adoption and implementation of government policies regarding SESCs. A total of 14 studies are reviewed and grouped into two categories, which address (a) the implementation of SESCs, and (b) stakeholders experiences with SESCs. This review found that SESC administration is based on frequently changing policies. In addition, these studies provided limited evidence of whether the SESCs reflected local conditions or how students in inclusive settings received SESC services. To close the gap between intended and enacted policy, concerns related to sufficient and experienced personnel, professional incentives, work guidelines, and supervision should be addressed.
