This article is to analyze legal issues and provide legal alternatives on telecommunications relay services. First, the concept and characteristics of telecommunications relay services is to be analyzed. Second, the general status and the legal issues about telecommunications relay services in Korea and United States is to be reviewed. Third, legal alternatives which solve the current and potential problems on telecommunications relay services will be presented. For the purpose of stable telecommunications relay services, it is desirable to put the confidentiality of contents, protection of personal information, relay which constitutes crime or not, testimony at trial or not, and record under consent. Concrete suggestion would be followed. First, to protect the contents of conversations, the confidentiality of communications should be required. Second, legislation to protect personal information should be required. Third, regulation which prohibits communications assistant from denying a relay service and altering the contents of communications of disabled should be put at any reason. Fourth, communications assistant who provides telecommunications relay services is a just messenger so that the communications using the relay service should be interpreted by the intend of the disabled. The language on the basis of the disabled not by communications assistant should be applied. Fifth, a communications assistant could testify at trial on request of the disabled. Sixth, text and images of telecommunications relay services could be kept and recorded for the sake of preventing disputes between communications assistant and the disabled only after the disabled gives consent to record and keep. By doing so, this research is expected to help development to identify problems and appropriate laws, regulations and guidelines on telecommunications relay services.
