This paper aims to examine the early mechanism of the Park Chung Hee's military government which could appropriate the new generation and innovation in a sharply binary situation of the new generation/the old generation and conservatism/innovation during and after the 1960's 4·19. Since numerous existing studies have attempted to define Park Chung Hee, this paper focuses on how the Park Chung Hee's military government employed pre-political discursive resources of the new generation and the old generation rather than trying to make a total analysis and explanation of the Park Chung Hee's military regime. Representation has an important significance in overall political-cultural hegemony and historical understanding of the Korean society, because representation of general will and the nation is directly linked with an eager desire of the Korean society for ‘an image of leader’. Therefore, representation and an image of leader are key concepts of this paper in making a critical examination of certain aspects of the social-historical development constructed as conservatism and progress of the Korean society. The Park Chung Hee's military government advertised a horizontal camaraderie of collective leadership system which gave priority to equal concord and solidarity between members against most intellectuals' rejection of ‘the privileged class’ who represented the backwardness of the Korean society. As for Park Jung Hee, an internal logic of leader theory which defines him as representative of the nation, had a feature to change from private to collective, and resulted in his eternal revolutionism positioning 5·16 as a successor of 4·19 revolution and blocking the third revolution. Also, the Park Chung Hee's military government reconstructed the military as a necessity and emphasized the advancedness of the military compared to that of backward Asian countries, which is an internalized version of American self-prophecy that W.W. Rostow and the Colon Associates Ltd demonstrated in the intellectual trend of the 1960s. Since then, Park Chung Hee erased a complex influence of colonized orientalism and took a unilateral system to deny representative government while insisting 'the Korean democracy'. In the process, The New Community Movement was advocated as an example of a Korean tradition. A fluid image of conservatism and progress of the Korean society, mixed with The New Community Movement of a Korean tradition, Yusin regime and colonized orientalism, has raised many issues and problems to discuss even now.
