This study estimates the effects of the 'Performance Evaluation Act' from 2006 to 2015. In this study, we analyze the influence of the evaluation system by applying the both Science and Technology Production Functions using two main indicators: academic articles (SCI) and patents. Also, we propose a knowledge function to the principle component regression model in order to consider the nature of R&D and its spill-over process. For testing S&T productivity, we apply input indicators such as the number of researchers, paper stock, and research infrastructure stock in the national R&D system. We extend the scope of analysis to the national R&D programs, because the effects of the governmental R&D programs are not able to separate from the R&D effects across the national-wide in terms of additionality. Based on the results of this study, we suggest the fundamental re-design of the national R&D evaluation system by reviewing the influence of the R&D evaluation policy in various aspects. We also propose the redirection of national R&D policy from post-catch up policy to innovation-oriented one.
