This paper argues that the currently established approach to Obligatory Control (OC) cannot account for OC in Korean and Spanish. It is proposed that, just like in Korean finite control constructions provided by Lee(2009, 2010), Spanish also exhibits a controlled pro properties for embedded finite clauses. That is, as the PRO is controlled in the non-finite constructions in English, the null subject pro in the finite control constructions is subject to control in Korean and in Spanish as well. For this claim, this paper employed the OC properties which are widely accepted in the literature as the criteria for defining OC in non-finite clauses, as in Landau(2000). That is, the following properties are impossible in OC: Arbitrary control, Long-Distance control, Strict reading and De re reading. On the basis of the idea that Korean shows the OC status of the finite control constructions, this paper also argued that there are instances in which pro is controlled as well in Spanish finite clauses. Finally,this paper compared the OC constructions in finite clauses in Korean with those of Spanish examples, and revealed that some mood markers in the embedded finite clauses can determine the control relations such as subject control, object control or split control. In sum, this paper casts a doubt on the Control Theory and the syntactic status of PRO in the generative literature: control properties should not be limited to non-finite control constructions, and not only PRO but pro is also controlled by the control predicates.
