This article aims to examine major factors hindering party development in Korea and explore future development of Korean political parties, focusing on party-in-the-electorate rather than party-as-organization. In this article, party of the electorate is suggested as a new party model to enhance party responsiveness and facilitate politics of compromise which is particularly needed in a presidential system like Korea. In the model of party of the electorate voters supporting political party are empowered through their participation in important intraparty decision- making including candidate selection and the linkage between party supporters and elected officials of party is strengthened. Based on the party of the electorate model, this article discusses various measures aiming at open, responsive, and policy-oriented political party. Given the widespread dissatisfaction and distrust of voters in political parties, another focus of this paper is on voters' voluntary participation in party politics. This paper emphasizes that voters' participation in party politics can be greatly facilitated through open primary system, which is one of the key components of party of the electorate.
