Zoning has been accepted as fundamental means of controlling land use in korea. But It is need to be proved whether zoning is suitable and efficient means of controlling land use. The suitable and efficient means of controlling land use should be contributed actively to form urban in accordance with the comprehensive plan. Zoning in korea is not sufficient to be effective means because of land condition, simplicity of rules. The size and shape of land which located in traditional urban area is so different that it is difficult to form an uniform urban image and efficiency, with only use and bulk regulations for buildings. Also regulations for buildings is so simple. And zoning is too rigid to meet to changing community needs and development pressures. So it is desirable that zoning is supplemented or replaced with other control system, which eventually leads to efficient land use control.
