This article empirically studied the factors that influence government trust, using Structure Equation Modeling. For the independent variables, bureaucrat ability, prime mission, normative value, and satisfaction with public policy were selected with respect to the trusted; socioeconomic background and the people’s disposition were selected with respect to the truster; and the environment factors were set. For the dependent variables, conceptual government trust and group-based government trust were selected. As the research process, confirmatory factor analysis was performed on the individual factors, appropriate individual factors were selected to perform the measure of fitness test on the overall model, and path analysis was performed based on the final model. The results are as follows. First, the environment factor influenced conceptual government trust (.462) and group-based government trust (.791), and the normative values influenced conceptual government trust (.467). However, factors with respect to the truster did not influence government trust. Second, cognition-based and affect-based government trust were found to be more important than action-based government trust. It was desirable to limit the targets of government trust to overall public servants and government organization (central government and local government). While conceptual government trust and group-based government trust have some relevance to each other, they were not the same or similar concepts.

본 연구는 정부신뢰 개념을 명확하게 정립하고, 정부신뢰 제고를 위한 영향요인을 실증적으로 규명해 보고자 하였다. 독립변수로는 피신뢰자 차원에서 관료제 능력, 기본임무, 규범적 가치, 정책만족도 요인을 선정하였고, 신뢰자 차원에서는 경제사회적 배경과 국민성향을 선정하였으며, 마지막으로 환경적 요인 등 세 차원으로 구분하였다. 종속변수로는 개념적 정부신뢰와 대상별 정부신뢰를 구분 설정하였다. 분석방법으로는 구조방정식모형(SEM)을 활용하여 첫째, 각 개별 요인별 확인적 요인분석을 통해 타당성 제고 노력을 하였고, 둘째, 피신뢰자 차원과 신뢰자 차원에서 모형의 적합도 향상 및 종속변수와의 상관성 제고를 위한 변수 정제 작업을 하였으며, 셋째, 전체 측정모형 및 제안모형에서 모형의 적합도 검정을 행한 후 경로분석을 통해 유의미한 영향요인을 추출하였다. 본 연구의 분석 결과는 다음과 같다. 첫째, 환경적 요인은 대상별 정부신뢰(.791)와 개념적 정부신뢰(.462)에 모두 영향을 미치고 있었다. 또한 피신뢰자 차원에서는 규범적 가치가 개념적 정부신뢰에 영향(.467)을 미치고 있는 것으로 분석되었다. 그러나 신뢰자 차원의 요인들은 정부신뢰에 영향을 미치지 못하였다. 둘째, 개념적 정부신뢰는 인지 및 감정 차원이 강하게 작용하며, 상대적으로 행동 차원은 약하게 나타났다. 정부신뢰의 대상으로는 공무원집단 전체와 정부기관(중앙정부기관, 지자체)에 한정하는 것이 가장 적합하였다. 셋째, 개념적 정부신뢰와 대상별 정부신뢰는 어느 정도 상관성은 지니지만, 동일 내지는 유사한 개념으로 보기는 어려웠다. 따라서 후속 연구들은 연구의 성격에 따라 정부신뢰의 개념을 적합하게 선정하여야 할 것이다.
