In many public institutions, as their travel allowance methods are recently pointed out as a factor in the waste of their budgets, they have changed their travel expense policy from the travel allowance method to the reimbursement method in which institution pays ‘actual cost’. In this paper, we study the actual case of changing a travel expense policy. We analyze the reduced cost incurred during two months after the introduction of the policy. We compare it with the cost of building new system and management, and then judge the practical benefits. Compared to the allowance method, the reimbursement method is a way to cause a loss to the institution. On the basis of principal-agent theory, we expect the loss could be increased more. For practical cost-reduction, government should execute the policy based on human nature.
