The recent years have witnessed that it is an important objective for policy makers and public housing suppliers to understand housing market from the viewpoint of housing consumers. This study explores English housing survey in three ways to draw useful implication. First, it is found that English housing survey includes detailed information that allows the UK government to make effective housing policies. Second, it is found that housing consumers in England can be classified into four groups which have several sub-groups showing different characteristics in terms of household composition, income, housing costs, and affordability. An interesting point is that a lower-income group has a greater number of sub-groups than a higher-income group, indicating that the former shows more diverse housing needs in terms of housing welfare. Lastly, factors affecting the choice of owned and publicly rented houses are found to include household"s income, age, and employment status, and is also found that previous housing tenure is strongly related to the current housing tenure of households. An important point is that a certain group of household composition has emerged as an important player that housing welfare policy may look into, such as lone parent with children, female household, male one-person household.
