Analyzing the urban landscape from the perspective of collective memory is important for the preservation and utilization of a historical landscape. Several researchers have interpreted the preservation process of historic landscapes based on collective memory. This study attempts to explain the preservation process of urban landscapes in Otaru-City, where citizens and administrations collided with the theme of landfill and conservation of canals. This study specifically used three metaphors to analyze the urban landscapes in the collective memory study, explaining the characteristics of Otaru’s urban landscape preservation in every aspect of text, arena, and performance. The conclusions of this study are as follows: First, Otaru’s urban landscape preservation is characteristic in that negative industrial heritage is monumentalized by the citizens’ conservation movement. Second, memories of the citizens’ conservation movement led to systems and administration that supported citizen participation, which led to voluntary citizen participation. Finally, in Otaru, the preserved landscape acts as a place for everyday life and as a stage for performance. This conclusion is significant as it outlines the importance of collective memory for the people who want to preserve the urban landscape.
