The relocation of a capital may be a way to dramatically improve "Black Hole" phenomenon, centralization of all human and material resources in a capital, in terms of social economy and political policy. Moreover, this can be no doubt a national project leading to decentralization of power and balanced development of the country. However, it will not be overlooked that the legislature must enact laws regarding fundamental factors because the relocation of a capital is closely related to fundamental rights of people and to formation of their personalities. If a political policy is discussed before legislating and ensuing legislation simply reflects resulting policy, this will be against parliamentary democracy, fundamental ideology in Korean Constitution.In the meantime, the relocation of a capital will raise conflicts with various interests and values of people. Accordingly, in implementing this relocation plan, it must least affect daily life of people and must minimize adverse effect on environment. These may be basic principles which must be abided in the process of relocation, and laws supporting these principles must be enacted. A new capital, in my opinion, can make balanced national development and become a touchstone for resolving social and economical problems. To accomplish such purposes properly, the government must get rid of using symptomatic methods, temporarily uniform land use restrictions and territorial planning, and establish maintainable plan and environment-friendly development. Thus, the relocation of a capital must be viewed as a legal, normative and legal systematic issue and the government must set up proper laws in relation to capital relocation in advance.
