Among various employment services for persons with disabilities(PWDs) personal assistant services are gaining importance increasingly. In South Korea three major personal services can be identified: job coaches(직무지도원), work coaches(작업지도원), work assistants(근로지원인). While those services have been developed independently, they have become interconnected and form a system of personal assistant services. From the perspective of system, it is often criticized that the parts of the system – individual personal assistant services – are not well organized and thus the system as a whole does not work efficiently. The present study aims to find out the distinctive features of the present system of personal assistant services for the employment retention of PWDs in South Korea. Then it also aims to suggest specified plans to improve the status quo. As results, three features are identified. 1) Job coaches are not professionalized sufficiently. 2) Services for persons with developmental disabilities are increasingly provided but not well organized. 3) From the side of employer, the needs for the arrangement of work coaches are not sufficiently fulfilled. To introduce alternative policies reflecting such needs the following suggestions are made. 1) Job coaches are needed to be more professionalized and the potentials of job coaches are needed to be utilized more broadly. In the current system it is limited to the programs of supported employment. It needs to be broadened to include services for working PWDs if they require professional aids such as psychic counseling. 2) The ways of organizing work assistants need to be more various. Not only the workforces external to the enterprises but also the internal personnel should be qualified as work assistants. Two alternative systems of personal assistant services are suggested: dualization and unification. In the dualized system the more professional services by job coaches and more general services by work assistants are distinguished. In the unified system three current services are unified into single service of work assistants(or in other names). However, to reflect various needs and situations sufficiently a internal classification is still necessary. We can distinguish between advanced and standard service. This internally classified but unified system differ from dual system most of all in that in the unified system easier transfer of personals and more flexible allocation of the budget could be possible. But to introduce a unified system of personal assistant services a much broad modification of laws is inevitable. What seems to be more urgent is, however, to define the purpose and direction of new system of personal assistant services clearly.
