This study aims to understand the changes in the parliamentary structure and its operating mechanisms in order to grasp changes in the political system in the Vietnam’s reform process. The purpose of this study is to examine the changing features of organization and operation of the National Assembly, focusing on the process of general election, legislative procedure, and administrative oversight. The Vietnam’s National Assembly is not only a collection of functional representatives, but it is increasingly becoming a professional institution. It has strengthened the legislative functions by strengthening the review in the legislative process, and the supervisory functions by question and answer sessions and exercising oversight of the administration as well as the confidence vote for the leaders of state agencies elected by the National Assembly. Despite these changes, as the communist party’s rule in Vietnam continues, the outlook for changes in the political regime itself remains implausible in the near future. Changes in the National Assembly in Vietnam can be understood as the increase of state capability.
