The purpose of this study is to examine the status, content, scope, and relationship of learning about the right to play as a developmental children’s right in the rapidly changing social environment. First, this study examines the necessity and importance of the children's play process that constantly moves and learns through the play rather than static learning to adapt to the innovative social environment that will be created by the creativity and convergence of the fourth industrial revolution. Second, beyond the negative perception of treating the play as a waste of time or emotional arguments about the importance of children's right to play, it reaffirms the meaning and validity of play to guarantee the right to play. Third, it examines various political attempts to secure play time and space for the children's right to play, focusing on positive creativity of play and extending from formal play to informal and informal play, while balancing learning and play in education. Through this study, we expect children's right to play to be recognized, by providing a foundation to reestablish the relationship between school and play, and suggest the direction of school education and policy about the children's play.
