With the growing gap in care for elementary school children, there are growing concerns over the rights of the children to be cared for and the labor rights of the parents. Based on Tronto’s care democracy, this study intended to analyze primary care service from the perspective of children’s rights and parents’(or guardians’)rights. The research method utilized normative policy analysis focusing on the value of primary care policy through critical reflection on policy. This study used existing literature, research reports, and statistical data for analysis. Analysis shows that the current primary care service is quite limited based on Tronto’s perspective on care democracy. First, primary care service are provided to conditional children by 5 p.m., which does not guarantee the right to care for children who need care. It also does not support parents’(or guardians’) right to work and care. Second, primary care service are only responsible for care teachers, and systems involving various subjects are not institutionalized. In the case of primary care, due to the high level of informal resources and market reliance, children receive partial and disconnected care. Finally, care is being extended through the market, and the quality and trust of care is unclear. There is a gap in child care depending on the economic situation. This study presented an alternative based on the universal elementary care policy paradigm to realize care democracy.
