(Background and Purpose) The number of students in rural areas is decreasing due to population aging and the exodus of young adults from agricultural areas. Amount of students in rural schools is rapidly decreasing compared to urban schools. This frequently results in the closing of rural schools. Local governments and schools have been attempting to solve this issue, but their solutions are not sustainable because they do not take regional characteristics into. As the environments of rural areas differ from those of cities, it is necessary to study the activation of rural elementary schools. The purpose of this study is to derive the characteristics of rural elementary schools to provide a direction of development for sustainable rural schools. (Method) In this study, prior case studies are analyzed to derive the main characteristics of the activation of rural elementary schools. Based on these characteristics, the current status of elementary schools in Ganghwa-do, Incheon, which has increased the number of students in recent 10 years, was investigated and analyzed. In addition, various factors such as the change of the number of students and the specialized business of the school are investigated through literature survey and field interview survey. Then, the characteristics of the activation plan of the rural school were drawn, and it suggests the direction of development on the educational facility planning and operation of the future rural areas. (Results) As for the program strategy, it is necessary to expand flexible care classes suitable for rural situations and operate special aptitude programs focusing on arts and physical education. Also, it is necessary to construct a characteristic nature experience learning program using the resource environment of the community. As a space strategy, the internal classroom is composed of a flexible space where complex activities and various classes can be performed. Also, the outside space of school with various characteristics should be created. If the rural school is designed as a space for experience activities, rest, and community using the natural environment of the rural school, The place for experience programs will be secured and rural schools will be activated. (Conclusions) This study is importatnt to suggesting activation plans focused on the characteristics and environment of rural area. However, this study is focused on Ganghwa Island in Incheon, so there is a limit to the area. In the future, research should be conducted on rural areas across the country, further research that focuses on the detailed activation plan of rural elementary schools are needed.
