(Background and Purpose) The number of students in rural areas is decreasing due to population aging and the exodus of young adults from agricultural areas. Amount of students in rural schools is rapidly decreasing compared to urban schools. This frequently results in the closing of rural schools. Local governments and schools have been attempting to solve this issue, but their solutions are not sustainable because they do not take regional characteristics into. As the environments of rural areas differ from those of cities, it is necessary to study the activation of rural elementary schools. The purpose of this study is to derive the characteristics of rural elementary schools to provide a direction of development for sustainable rural schools. (Method) In this study, prior case studies are analyzed to derive the main characteristics of the activation of rural elementary schools. Based on these characteristics, the current status of elementary schools in Ganghwa-do, Incheon, which has increased the number of students in recent 10 years, was investigated and analyzed. In addition, various factors such as the change of the number of students and the specialized business of the school are investigated through literature survey and field interview survey. Then, the characteristics of the activation plan of the rural school were drawn, and it suggests the direction of development on the educational facility planning and operation of the future rural areas. (Results) As for the program strategy, it is necessary to expand flexible care classes suitable for rural situations and operate special aptitude programs focusing on arts and physical education. Also, it is necessary to construct a characteristic nature experience learning program using the resource environment of the community. As a space strategy, the internal classroom is composed of a flexible space where complex activities and various classes can be performed. Also, the outside space of school with various characteristics should be created. If the rural school is designed as a space for experience activities, rest, and community using the natural environment of the rural school, The place for experience programs will be secured and rural schools will be activated. (Conclusions) This study is importatnt to suggesting activation plans focused on the characteristics and environment of rural area. However, this study is focused on Ganghwa Island in Incheon, so there is a limit to the area. In the future, research should be conducted on rural areas across the country, further research that focuses on the detailed activation plan of rural elementary schools are needed.

(연구배경 및 목적) 도시는 현재 저출산, 도심공동화, 도심구조의 재편 등 다양한 문제들로 학교의 지속적인 학생 수 감소현상을 겪고 있으며, 농촌 지역에서도 인구고령화와 이농현상 등의 원인들로 학생 수가 감소하고 있는 문제를 겪고 있다. 농촌 지역 학교들은 도심지역 학교들에 비해 학생 수 감소 현상이 빠르게 나타나고 있으며, 학생수 감소로 인해 농어촌 학교들은 통폐합을 하거나 결국 폐교까지 되는 현상도 빈번하게 일어나고 있는 실정이다. 각 지자체나 학교에서 이를 해결하고자 해결방안에 관한 논의를 계속해서 진행해왔으나, 우수학교의 운영방안을 따라하는 식의 해결방안으로 지역특성을 고려하지 못해 운영의 지속가능성이 떨어지는 한계가 있다. 농촌 지역은 도시와 다른 환경과 상황을 가지고 있으며, 농촌지역의 특성에 적합한 독자적인 활성화 방안이 연구되어야 한다. 이에 본 연구는 학생 수 증가율을 유지하며 초등학교를 활발하게 운영해 나가는 농촌 지역의 학교들을 조사·분석하여, 농촌 초등학교의 활성화 특성과 방안을 도출하고 더 나아가 지속가능한 미래 농촌학교의 발전 방향을 제시하는 것을 연구의 목적으로 한다. (연구방법) 이 특성들을 바탕으로 인천광역시 농촌 지역 중 강화도로 연구범위를 한정 지어 최근 10년 간 인천 강화도의 13개 지역에서 학생 수가 증가한 지역의 초등학교를 현황조사하고 학교의 활성화 특성을 중점으로 분석하였다. 또한 문헌조사와 현장 면담조사를 통한 접근 방법으로 학생 수의 변화와 학교의 특성화된 사업, 학교별 개선중심사항, 유휴시설의 변화 현황 등 다양한 요인을 조사하여 지속가능한 농어촌 학교의 활성화 방안에 관한 특성을 도출한다. 더 나아가 미래 농어촌 지역의 교육시설계획과 운영에 관한 발전방향을 제시하고자 한다. (결과) 프로그램 전략으로는 소외계층의 학생비율이 높은 농촌 실정에 적합한 유연한 돌봄교실의 확대와 예체능 위주의 특기적성 프로그램 운영이 필요하다. 또한 전통적인 학교 교육에서 벗어나 지역 사회의 자원 환경을 적극 이용해 특색 있는 자연체험 학습 프로그램을 구성해야한다. 공간적 전략으로는 내부 교실을 복합적인 활동과 다양한 수업을 수용할 수 있는 유연한 공간으로 구성해야 하며 교실은 수업뿐만 아니라 특기적성 수업활동 및 돌봄교실 등 다양한 역할을 해야 한다. 또한 다양한 성격을 가진 학교 외부공간을 조성해야 한다. 농촌학교는 외부환경이 풍부하다는 장점을 활용해 체험활동과 휴식, 활발한 커뮤니티를 유도하는 공간으로 조성한다면, 학교의 체험 프로그램들을 위한 장소가 확보되는 동시에 농촌학교의 활성화가 증가할 것이다. (결론) 본 연구는 농어촌 지역의 특성과 환경에 맞는 초등학교의 활성화방안을 제시하는데 의의를 두고 있다. 하지만 이 연구는 인천의 강화도를 중심으로 진행되었기 때문에 지역 한정적이라는 한계가 있다. 앞으로 전국의 농촌 지역을 대상으로 연구가 이루어져 보안되어야 할 부분으로 향후 농촌 초등학교의 세부 활성화 방안에 관한 연구들이 계속해서 이루어져야 할 것으로 판단된다.
