Since the use of wooden sleepers has been limited due to disadvantages such as deterioration and environmental hazard, plastic sleepers have been developed and are being laid on some railroad sites as a substitute for wooden sleepers in Europe, Japan, and North America. In this study, standards related to plastic sleepers developed to mitigate the functional and environmental weaknesses of wooden sleepers were analyzed. In addition, to establish performance requirements of flexural stiffness and strength based on European standards for plastic sleepers, static stiffness, dynamic stiffness, and strength tests at rail seat and center section of wooden sleeper (4 general and bridge sleepers each) used in Korea were conducted in accordance with prEN 17318 series. In the test results, the elastic behavior of wooden sleepers was confirmed in the reference test load range, and static stiffness, dynamic stiffness, and strength range were identified for each type of wooden sleeper and loading section. Therefore, test results of the flexural stiffness and strength of wooden sleepers can be applied to efficiently establish requirements of stiffness and strength based on European standards for plastic sleepers.
